For anyone having any issues, please tell us about your install. Retail, Normal, Collector's Editon, Digital Download, DX9, DX10, 32-bit, 64-bit, etc. As you can see there are many different variables here and of course it's not going to work for every variation across the board. Perhaps with the feedback from you guys we can at least determine things in common on those having problems.
I know Cal tested the new skill points option with every char type and it was working fine in our normal retail 32-bit dx9 version.

Skills option not working for me either. Others seem to work fine. I have the retail normal DX9 version. Running a Guardian currently level 10. I hit numpad 6 both before and after making a level, actually tried it thru 2 levels with same negative results. I get the audio affirmation but no results. Hope you can find the problem.

(Ofcourse there could still be smaller fixes and such before the major update known as Patch #1 is released.)
using collector's edition on xp 32 bit and skills is the only option that doesnt work for me either. and actually if i have more than 1 point it resets my point to 1 and thats it. for exampl if i went up 2 levels and saved points i should have 2 available, but if i use the skill option i only get 1 point and the other disappears.

ok i found a sorta work around. if i make a new character and use the skill code i can add as many points as i want,but if the next time i level i use the skill option again that is when it resets my available to 1 and wont work anymore.
Using the CE version on a XP 32b. Nothing happens when using the F1 key to activate while at the main menu. However, using the previous version, everything works like a charm.
