Its in the Dalmasca Westersand. 1st talk to the guy near the aero dome in the balfonheim. The one who is sitting and fishing. talk to him and them go near the entrance of te aero dome but dont go in, after that go back to the guy you just talk to and he is now gone leaving his fishing pole, get it and give it to the guy in the seashore in the dalmasca westersand and you can start catching fish like crazy...
