goto finances for your team and on summary

make a note of your ballance and budget on a piece of paper

switch to tsearch

search for the exact value 4byte

you will usually find quite a few matches but no need to filter

my 2 codes was

51E9324 - my balance
51E9360 - my transfer budget (remaining)

if you have any real knowledge of the addresses to look for then you will understand how to find it with those examples :P

i dont know if its a different code for different teams but if not then could even make a trainer to freeze both of them probably

once you find the codes you are looking for you just change it to whatever you want them to be (although there is a maximum and entering 999999999 will round it down to the max you are allowed)

to find the code you want, just edit the value to say 0 then switch back to the game and then switch off summary then back to summary, and if its changed then TADA

note: the changes wont be immediate, you need to pass a day before you can actually use those new transfer budget funds :P

example, i had to click continue twice to pass a day before it would show up my 1410065407 available funds when purchasing a player :P
