We currently don't have any Pokemon Silver/Gold trainers, cheats or editors for PC. Premium members may REQUEST new trainers and cheats using our request system as long as the game has not been permanently retired or multiplayer only in nature. Use our message board to discuss the game.

Well there is something you haven't done yet. Usually after you get the call the Radio Tower is taken over by Rocket, and you battle them, get the Underground Basement Key, and then rescue the Director, get the card key, and battle in the Radio Tower again.
My advice: Read a walkthrough (for example the one available for pokemon Crystal here) and check through it and see what you've missed.
