i just beat the game again, im set up to get latias, and how do u get deoxys and celibi?

You need an action replay or go to a Nintendo event

what level do u catch him at? and how do u get celebi? my friend said he was looking in petalburg woods for some rare pokemon, and was there for a long time and couldnt find it, and he suddenly saw celebi running in the grass and caught it.

Well, I guess your friend is a liar. Or he had an Action Replay/Gameshark in his Gameboy when this happened.

Celebi and Deoxy's and Jirachi and Mew all require cheating or Nintendo events, its annoying, but its just how it is.
