can somebody explain to me all about winning the outrun races to get unique parts. ive bet the caleb guy and now im doing outrun races to unlock more parts and ive won TONNES of outruns but i dont know what to do now.

Check your SMS's. You should have received several special messages telling you that you have unlocked an opportunity for a unique part. Accept it, then check your map for the special event.
If you've done that, then it must be that you can only get the parts while still progressing career.
