Well you can only find it if you had Charmander as your starter, and it appears randomly in grass around Kanto, so just keep looking. Don't look on the islands though since you wont find it there.

i HAD my charizard, but then i transferred it to diamond, and i only have 1 charmander baby in that version right now. plus a whole bunch of sucky pokemon.

Well that doesn't matter, so long as you chose Charmander to start with then it's fine.

well just keep looking in grass teaching a pokemon Sweet Scent and using that will help

after u beat everything in the game, just keep looking around in the grass and you'll find it. i was in a surprise when i found raikou while expecting entei.
