He is in Slateport Museum. But first visit the place where he works, its a big building near the middle. Then got to the Museum and find him up stairs, you'll then have to fight team aqua.
oh,you have to go first to ship building place or something like that,its just under the museum,and then talk to the person on the first floor on the disk and you'll give him that thing,and then the long line in front of the museum is gone
