You get it in Celedon City. Theres a place there called the game corner, and theres a Rocket member guarding a poster, beat him and flick the switch behind the poster and then you can access their secret base. Once in there you make your way to Giovanni and beat him for the Silph Scope. Then you can travel to the top of the pokemon tower in Lavender Town.

Haa Haaa..=] Im Stuck Again..I Defeated..Hmm Dnt Know His Name..The Person in The Gym Near The Safaria Zone & He Said I Can Use Surf..But How? Cos I Cant Get Into The Sea?..Or Into Saffron City..STILL..HELP..please

To Surf you need the HM 03 for it, which can be found in the secret house in the Safari Zone, its not hard to find the house, and just talk to the guy inside and he gives it to you. Outside that house is a set of Gold Teeth too, and you can take them to the house on the right of the Pokemon Center and give them to the old man, and he'll give you HM 04 which is Strength. Once you teach these to your pokemon you can use them any time.
To get to Saffron you first need to go to the Celedon Mansion and talk to the lady inside, and she will give you some tea. You can then give it to the thirsty Guards which stop you getting into Saffron, and they will let you pass.
