how do you unlock the casino heist missions? they are never there for me.

the heist missions ARE in the four dragons casino, once in the casino look for a dollar sign, the exact same on as the flying school, it is to your right. But it would depend on what mission you are on, after the mission "up, up and away", you have to finish the mission with the yellow dragon signs, so you have to finish the truth (the mission is "don peyote", the mafia (Ken rosenburg), tenpenny and madd Dogg.
