I seem to be stuck...i circled around and i left mr. briny at slateport and i dont have 4 badges to battle with norman so i think im stuck...any suggestions?

go to the docks then talk to the first person straight then go to the museum go in and up fight two aquas then go to the next city and fight the gym and then go on then after u have 4 badges then go back to slateport and sail to petalburg and beat norman then talk to wally's parents to get surf
