I don't think there is a way to get into the hotel in Canalave City without a cheat code or Action Replay. After Buck awakens Heatran on Stark Mountain you have to go back to Survival area and the house next to the PC center go in and speak with the person there. After you can return to Stark Mountain and face Heatran.Hope that helps!

excuse me you can get in the hotel from the darkrai event. the guy in the pokemon center gives u a members pass and u go in there and he ships you to fullmoon island where u face darkrai.
