its in sunyshore city. fly to vielstone and go south. then take the newly opened path [on the right] that leads to route 222. keep following this route and you will end up in sunyshore city with the 8th gym leader, an electric gym. all of his pokemon are electric except for ambipom [normal] and octillery [water].
