Salamence would win since "he is bigger, faster, and stronger too." (Comes from DK 64 theme song LOL)
Salamence can also learn earthquake with a TM, lowers seviper's attack with intimidate, and has overall better stats.

What sheds it's skin? All the pupa pokemon of course! (Known as metapod, kakuna, silcoon, and cascoon) They have the shed skin ability.
