Does not evolve, and has to pre-evolution. Can learn take down. Takes 5,120 steps to hatch in an egg.
There might be several answers to this question, I'm not sure. If you say some pokemon, I'll check and see if that pokemon also fits the description.

Camerupt or Altaria if supposed to be a pre-evolution.
Will add more later cause i've bred almost every pokemon in the game. Don't try it yourself though. It takes forever.
