If you guys get stuck I'll add two lines to the riddle, and remove 1 point.

it's a pokémon on ruby found on route 110,
it's only type is poison,
it's shiny version is blue,
it evolves at LV 26 to it's only evolution,

i'll say some more if you can't get it.
