cuz i already used my master ball on mewtwo cuz i didnt know if i needed to or not with the legendary dog

No. You can use Ultra Balls, but you have to make sure that you trap the Legendary Dog in the battle with a Pokemon with that ability, or a Pokemon with that move.

i have a tight budget and have no idea how much the action replay device costs or how to look it up and what not?

Action Replays for the Gameboy Advance can cost anywhere from $15 to $30.
And yes, Arena trap or Shadow Tag would work.
