Buy them from the menu.
Before you enter the game, after you load your profile, you have all those options.
One of them is to visit the barber shop...or the tailor shop.
Once in the selected shop, you have the purchase what you want.

i saw on the computer a guy had a charecter resembeled don corleone and another guys charecter resembeled carlito from carlitos way

well mostly! it look like the player you control in The Sopranos.
