turnback cave is at the end of spring path, which opens up east of the route below veilstone after you uh, do something, i forget if you have to complete your dex, or if you have to simply beat the elite four. i dunno, but that's where it is. as to when you'll be able to access it, i can't be of much help, because it was just there for me because i had already completed a bunch of stuff.

You beat the E4, then a new place called Spring Path will appear. Turnback cave is there.

Giratina is inside (MAKE SURE YOU ARE EQUIPPED WITH A MASTER BALL OR A LOT OF ULTRA BALLS) to make the catch easier. NOTE: If you are using ultra balls then lower his HP as much as possible!
