you get the pal pad as soon as you're able to go downstairs in the pokemon centers. the lady will call you over to talk to you and give you one. you will then receive your friend code the first time you attempt to log on to nintendo wifi. your friend code is then accesible by going to your pal pad in the key items slot of your bag, and using it. hope i helped.
