No,its off of route 221.you go down from sandgem town.Then surf to the right til you see a path.follow the path and you end up at pal park,But you can get in til you seen 150 pokemon!

the game is set so that if you battle every player up until the pokemon league, you will see all the sinnoh pokemon (and it doesnt count if someone trades you a pokemon that isnt from sinnoh)
