ok look when in pastoria city u will see a grunt from galactic right outside the great marsh talk to him and he will run follow him and he will battle you beat him then u will see cynthia by valor lake front she gives u the poion

little note bring alot of max repels and potions because there is alot of battles on the way to snowpoint city
