after u got the national dex, (u must have the three regi's with you at the time) u go to snowpiont city and go to the shrine and go in. Go all the way through and u will see it.
CRESSELIA
after u got the national dex, go to canalave city and go in the sailors house and speak to the woman. After that speak to the sailor next to the boat and he will take you to a place called fullmoon island. Go through there and you should see it there. speak to it and it will run in the wild somewhere...
