How do I get pass the Guard to go to Saffron City? He just says that hes thirsty and that the roads

Go to Celadon City, go into the big building that you can go behind, talk to the old lady on one of the floors (I forget which one) and she'll give you the tea. Give that to the Guard and he'll let you pass.
