For starters, dont aim too high in the looks department. Looks should only be a secondary thing. What should be your primary focus when looking for a girl to get to know is will you be able to talk to, hang out with, and be comfortable with them.

If she doesn't like you, you can't force her. Why would you want to be with someone that doesn't like you. There are many fish in the sea but not as many hot girls with nice personalities sadly. I just let the ladies come to me, has always worked for me.
As for all people who helped me with my girl troubles in the past I would like to tell all of you that the girl I was going for(the seionor)has a boyfriend.
As for your troubles start a conversation starting off with "Hello my name is *insert name here* and would you like to hang out sometime like lunch?" Than just talk to her and see what she likes and dislikes, when the time comes ask her out.
