You get Regigias by migrating the three Regis over to D/P from Ruby, Sapphire, or Emerald. Then go to Snowpoint City and the Snowpoint Temple at the northernmost part of town will be open; Regigias is in there. You have to have the three Regis in your party when you battle him or he will not respond to you pressing A on him.
