They're in the extended safari zone.

wat do you mean "extended safari zone"? and it says there area is unknown on the pokedex
The safari zone gets bigger later in the game, and you can catch Johto pokemon in the extended parts.

Oh yea... I thought this was Emerald since Ho-Oh mentioned the extension lol, I should pay attention more
