First make sure you have the mystic Melody, then return to the stage on mission 3. Then get to the part where you see the little ancient shrine, then play the melody on it and a spring will pop up. Now just spring up and try to reach the hook and follow them up and jump on the mid-air spring and keep going up until you reach a pole. Now use that pole to jump upwards. Congratulations you've reached the lost chao, it's in the little box-like room in the skyscraper you've just climbed up. The shrine is right past the part where you run down the building after the park-like sector. Make sure to use the lost-chao faq next-time.

You need the mystic melody to find it. when you go down the wall, do not hit the springs, if you do, turn left and go backwards, your will see a brown thing. use the mystic melody and make your way up.
