my spikan has 420 HP 360 ATK and 280 DEF but all the meters wont go up HELP

I have my Spikan in the incubator, its been a long time of playing time, its stats are maxed out, but it wont evolve. Its got a question mark looking symbol above its head. why wont it evolve?
