    -beat Clair
    -surf to the cave behind the gym
    -go in and walk left then surf down
    -use the HM move Whirlpool on the spiral of water
    -go down and then right
    -enter the building
    -done

    yep, you have to beat first Clair and the you can go into Dragon Shrine.

    yes i have done all that besides get into shrine.
