blue screens
freeze ups
teleportation to a distant spot for an unkown reason
slow reaction time
and points at which the game acts in slow motion.

no, thats not what it means. those are results of lag, but laggy is when someones internet connection is very slow. by your definition, laggy could mean that someones disk is scratched and wont load a map.
