You find them during the game from people you talk or just in ground.

HM 01 is given to you in the Ilex forest HM 02 is given to you by the lady outside Cianwood gym after you beat the gym leader HM 03 is given to you by a guy in the building with the Eevee trainers in Ecruteak after you beat them HM 04 is given to you by a sailor in the house next to the PKMN Center in Olivine HM 05 is given to you by the last Monk in Bellsprout Tower after you beat him HM 06 given to you by Lance in Mahogany Town after fighting Team Rocket HM 07 in the Ice Path
