I am not very sure but i think you can get it from the people in the S.S. Aqua. Hope i helped

in the S.S. Aqua some guy runs into you and hes looking for his granddaughter, you can find her in the captains quarters, and when you go back to see the grandfather he gives it to you

You also can get it from wild Magnemite. Use TM "thief" to steal from it.
