how do you get latias in saphire i defeated the elite 4 and steven and crap and then went to the tv and it said that **** about theres a flying pokemon thats rare over the heonn and now i dont know what to do, can anyone explain, or help me out?

the pkmn will appear randomly all over the place in the grass area
