The cheat book says Necrohol of Nabubis. Probably the same place as telekenisis. Did you check there? I went and checked it out with a game I had all ready finished. It is there (look under telekenisis by j-ski). I just don't remember when it shows up there. I know I couldn't get telekenisis until I finished Giruvegan. It's 18,100 gil.
