Ice types are the best choice. If not use dragon types.

You can get Dragonite through Fire Red/ Leaf Green by catching a Dratini or Dragonair in the water at the Safari Zone in Fuchia City or something like that

sceptile, flygon, and salamence are all weak to Ice types, which isn't really a good idea, but other than that its a really good team

Fire and fighting
also most ice pokemon are part water so electricity sometimes helps.
