you have to find the karate master guy, then beat him and he'll give you tyrogue. if you have 6 pokemon in your party i dont think he'll give it to you until you put one in your pc

your not gonna find in dark cave if thats what you mean i could have sworn he was somwhere in mt mortar(the karate master i mean) i hope this helps you even a little
