Not always true. It depends if the it's close quarters, long-range, face-to-face or hit-and-run and other factors.
It also depends if you are the MagnaGuard or the Clone Commander, or if they are AI units. If it were AI VS AI then I'd normally agree with you.

a jetpack on a magna guard would rule. shoot the rockets from the air, if it mises it will still blow up on the ground next to your tatget, damaging it.
