Pretty much you can not unlock him, I think its because he only returned like 2 months ago so they didn't have time to put him in the game
If you want Jeff you can always go to CAWS.WS they always have a ton of jeff hardy CAWS on that site, hes actually the most common CAW made

I think its messed up that Jeff hardy isnt in the game but Eddie Garraroe is... I'm not hatin or anything but Eddie wasnt in raw or smackdown for a couple of years due to his death but what im saying they could of made jeff hardy locked like the lengends and other ppl in the game
