Hey people check this out go to you Rome Total War folder into the Data section go to export_descr_buildings then scrolll down in any building to the line that says settlement_min and change it to village you will be able to build any building in even the smallest township you wont need a huge city to build Urban cohorts or any Factions best unit. The file should look like this for example the Royal Barracks should look like this at the bottom near cost
construction 7
cost 9600
settlement_min village
make sure it says village
