You can get the light arrow in ganons tower, you need a fully charged master sword to get in ganons tower anyway. You can get the light arrow in a hallway all up, and then you must your mini boss, there are three types of the minibosses, thats all i can say.

anyway, let's go.
In Ganon's Tower, after you beat the boss rush, go through
the door and up to the circular room with the bricked-up
door. Take the door to your right, and drop down.
Beat the shadow ganon, the watch which way his sword falls.
Go through the door it's pointing to. Repeat until you
reach a room where the doors are blocked by vines.
Beat the shadow there to recieve the light arrow.
