Nope is true, you can also do it in the gym on los santos.
wut you can get to vice city in a gym how
Not Vice city, and yes all you need to do is spawn a jet pack in the gym then fly into the roof.

You have to get a codebreaker so you can spawn the jet, but there's a cheatcode to do it, I'll find it...
