Charge up a plasma pistol to take out any shields on the elites and then get a head shot with a BR (Battle Rifle) or a magnum.
The thing about legendary is that it is really hard...obviously. The plasma rifles the elites carry fire like cannons, so I would recommend using the plasma pistol or stick a plasma grenade on them.
