how high are the characters hp points suppose to be in disk 3?

That really depends on your skill level. I'd say about 6,000 each in the final fights (not including HP+ materia).
However there have been low level play throughs with people finishing the game at level seven so there is no real minimum requirement.

I agree with Ghost42 but how can you still b lvl 7 in disk 3 that is a bit shameful if you ask me lol

[FF VII, VIII, IX and X possible spoilers] Imincommand, true masters of the FF games give themselves challenges that seem impossible or extremely difficult to do, a level seven play through on FFVII is one of those challenges.
Other challenges on other FFs include: FF VIII: level one play through. FF IX: Beat Ozma at level one. FF X: No Sphere Grid play through.
Not only that but most of the above challenges are common now days and there are other challenges that are much harder (eg in Final Fantasy X there is an NSG, NOD, NNE, NR, NBB, NA, NCW, NCA challenge).
I've personally attempted an NSG play through in FFX and got as far as Braska's Final Aeon's second form (with sword), I could beat him but I refuse to win using Yojimbo.
