just keep search under water and iam sure that u will find it but search 4 a long time cuse its very hard to find i have this problem too in emerald but i catch it in ruby just search well

Only search in the seaweed around Sootopolis (sp?) City, and it takes patience, but I found two in a row when looking for mine lol, just got lucky.

if you are finding one for the regis thats good but they are also very strong if you train them.
