If it is in the cave where you weake the regis the first entrance you need to break it with Dig then make sure you have a Wailord in the first spot of your party pokemon and a Relicanth on the last spot then the caves will open.One is in the dessert,one in Fortree City,and the other one is at the very west side of Lilycove.For more informatin you can search in the next link: [url]www.serebii.net'>Link
