you do it by getting a moterbike driving up the stairs past the yellow marker at the top then getting inb the helicopter
you can only fly up to jd's is the distance i measured last time. i heard if you complete the game 100% you get a cop helocopter.
this helocpter but is a glitch in the level sine you have to walk into the markerbut since you drove over it it diden't notice and there you have it one helicopter to fly about a lil bit
