well i think i know wat u r talkin bout.if u mean u cant battle the gym leader.u have 2 find the underwater sea cave and rise kyrouge it is alot like the groudon thing.on the map it is the light patch right off the bottom rite of sootpolis. then after u do that u need 2 go to the sky pillar and get rayquaza.then go to sootpolis.then u will b able to beat the leader i think.its alot 2 remember. if u need more helpon it just ask.or if something went wrong.
