Stnad on top of the temple, levitate to the other side of the mountain range, if hes not right there follow the path away from the town and he'll be right near a mine.

that umbar guy really isnt worth all the effort because you will later discover way better armor and weapons so if you cant find him your not missing out on to much. Honestly.
