if your starting pokemon is Blastoise then take it to the lady on the north of two island and she'll teach it
My starting pokemon was charzaird I tought it Blast burn, Then my brother traded his Bulbasaur over to my Fire Red and I tought it Frenzy Plant. So I don't get why I can't teach his Blastiose Hydro Cannon. 🤔

You cant teach the Pokemon any move now the Pokemon has to be your real starter.
